La inquietud por fundar en el área sudamericana una cámara que agrupe y represente los intereses de las compañías administradoras de los Duty-Free Shops, nace a mediados del año 1994, concretándose las primeras reuniones a fines del mencionado año.
Con fecha 7 de agosto de 1995 se oficializa ASUTIL (Asociación Sudamericana de Tiendas Libres) ante el Ministerio de Relaciones Exteriores, siendo constituida en carácter de organización internacional sin fines políticos ni de lucro y con sede en Montevideo, capital de la República Oriental del Uruguay.
En sus comienzos, ASUTIL sólo tiene acción en América del Sur, pero el 16 de diciembre del 2008, con motivo de la Asamblea General, se aprueba una modificación del Estatuto, que extiende el campo de acción abarcando toda América Central, México y el Caribe.
